March 2nd, 2019     In collaboration with Hiroshima University and Vietnam National University - Ho Chi Minh City, Komaru Koutsu Foundation (Chief director: Shigehiro Komaru, Chairman and C.E.O. of Fukuyama Transporting Co., Ltd.) held the third Japanese speech contest at Vietnam National University - Ho Chi Minh City, in Ho Chi Minh, Vietnam.

Fukuyama Transporting Co., Ltd. (Headquarter: Fukuyama City, Hiroshima Prefecture; President : Shigehiro Komaru; shortened as Fukuyama Transporting) is the contest's notable sponsor.

This speech contest in Ho Chi Minh first conducted in 2017, marks this year as the 3rd consecutive event. This year, there were 54 submissions on the theme of "Traffic", from which the best 10 were invited to present their speeches. The Award of Excellence went to Nguyen Tui Giang from Ho Chi Minh City University of Law, who presented the problem and solution to the lack of parking lots in Ho Chi Minh City. Nguyen was awarded by Mr.Shigehiro Komaru, the chief director of Komaru Koutsu Foundation.

Visitors included special advisor to the cabinet Mr. Isao Iijima, consulate general Mr. Junichi Kawaue; hosted by President Mitsuo Ochi and Toshiyuki Sato the executive director and vice president of Hiroshima University, as well as Professor Dr.Ngo Thi Phuong Lan the rector of Vietnam National University of Social Sciences and Humanities.

Komaru Koutsu Foundation was founded in September 9th, 2013 to promote traffic safety awareness, hosting various traffic safety lectures in Elementary schools across Japan, as well as handing out traffic accident prevention leaflets on the street. Furthermore, the foundation spreads awareness of traffic safety by hosting Japanese speech contests in overseas countries as an incentive to display their Japanese language education and experience cultural exchange.

The Japanese speech contest has been held in Ho Chi Minh (Vietnam), Jakarta (Indonesia), Lithuania (Kaunas), as well as 3 cities in China (Shanghai, Guizhou, and Beijing*). Since 2018, this is the fifth of the many Japanese speech contests held across the globe after Shanghai, Kaunas, Jakarta, and Beijing.
